BEST (Ban Economic Shutdowns Today) Amendment

"Protecting Our Economic Survival"

On March 13, 2020, President Donald J. Trump and his Coronavirus Task Force announced their “15 days to Slow the Spread”, which provided guidelines to mitigate the spread of the COVID-19 virus. Governors all around the nation shutdown their respective states. We went from a Civilian Unemployment Rate of 3.5% in February, to 4.4% in March, to 14.7% in April. By August 2020, the civilian unemployment rate continued to hover at 8.4%.


These shutdowns have resulted in an explosion of suicides, homicides, domestic violence, child abuse, depression, anxiety, protests, riots, and looting. Businesses have been shut down for so long; most small businesses will not be able to return after these lockdown restrictions are lifted. Small business owners have lost everything they have spent their lives building. Their employees will not have a job to go back to. Families are devastated by plummeting into poverty overnight, through no fault of their own.


People and families are at risk of losing their homes, simply because they are not being allowed to work. Although there are moratoriums on evictions and foreclosures, those are only temporary protections. Once people are allowed to go back to work, it will take months or years for these families to get caught up on their bills. In the meantime, they are at risk of being evicted or foreclosed. Innocent people watch their credit ratings plummet through no fault of their own and it will impede everything they try to do in the future.


This systemic shutdown of our economy has devastated our beloved and treasured people.

Constitutional Rights are being suspended and individual liberty is under attack. The effects of this 2020 chaos will be felt for generations.


Via these shutdowns, our Governments (federal, state, and local) have failed at every goal outlined by the preamble to the United States Constitution:

“We the People, of The United States, in order to form a more perfect

union, establish justice, insure domestic tranquility, provide for the

common defense, and promote the general welfare, do ordain and

establish this Constitution for the United States of America.”


We can never allow this to happen again!

No federal, state, or local government within the United States and her territories shall ever be shut down for more than 72 continuous hours at any one time. A 72-hour shutdown may NOT be extended by the Executive (President, Governor, or Mayor) for the same event. The 72-hour exception would only be to impede imminent threat, such as the coordinated attack that occurred on September 11, 2001. The 72-hour would be to allow for an assessment of the situation and to diffuse the threat.


An extension would require a full vote by the legislature (Congress for federal, state legislature for State; with ¾ majority) to extend any shutdown beyond the initial 72-hours. Extensions by the legislature cannot extend beyond 14 days. Any extension beyond the 14 days (after the initial 72-hours), must be voted on by the people, with a ¾ majority; if allowed by current law.
